Micah Murphy

is the Navy Federal Executive Fellow at CSIS in Washington, D.C. As part of the International Security Program, he provides Navy and military expertise related to national security and defense. A surface warfare officer, Commander Murphy has deployed six times aboard four different ship classes, most recently as the commanding officer of a mine countermeasures ship stationed in Bahrain. Prior to CSIS, Commander Murphy served in a variety of positions in Washington, D.C., including as executive assistant to the chief of legislative affairs, defense fellow for Senator John McCain, and most recently as a special assistant to the chief of naval operations.

Administrative and training requirements that have been levied upon the services, units, and service members are timely. These bureaucratic burdens can impact operational effectiveness and readiness. It is a common mistake among new administrations to improve inefficiencies by adding programs or processes, which often results in increased time burdens. This paper provides some recommendations for effective and realistic change.
