Tenure-of-Chairman-and-Vice-Chairman-JCS

Summary

Both the House and Senate bills contain provisions to lengthen the term of service for the CJCS from two years to four. The Senate also lengthens the VCJCS term to four years, but with its beginning offset from the Chairman’s. These provisions would put historical practice into statute and have enjoyed broad support. The Senate provision to make the vice chairman position career terminal has been controversial. There does not appear to be a compelling reason to do this. No abuses have occurred, and there are clear downsides. This provision could therefore be dropped. Download Report Here
