William C. Pacatte III

is the senior Marine Corps representative and military fellow at CSIS in Washington, D.C. As part of the CSIS International Security Program, he provides Marine Corps and military expertise related to national security and defense. A CH-46E Sea Knight pilot, Lieutenant Colonel Pacatte has deployed twice to Iraq in support of Operation Iraqi Freedom and once to the Persian Gulf, Horn of Africa, and Western Pacific with the 15th Marine Expeditionary Unit.

Now in its fifth year of implementation, there is enough evidence to suggest that Belt and Road Initiative is much more than a liberal economic development plan. The United States needs a more comprehensive counterstrategy to BRI that looks after the interests of vulnerable nations and hedges against the geopolitical advantages China is gaining.
