Robert Maxwell

is a research associate with the International Security Program at CSIS. He writes and researches on issues relating to national security, military policy, military innovation, and information warfare. As an avid wargamer, he is also interested in developing wargaming as a social science methodology. Robert received his BA in international affairs from Temple University, Japan Campus, and his MA, awarded with honors, in international relations from the University of Chicago. He is a veteran of the U.S. Navy, spending 11 years across three ships forward deployed to the U.S. Seventh Fleet’s area of operations.
